Not something I would want to do every day and the OP wanting to visit "Busch Gardens, Discovery Cove, Wet and Wild and Universal Studios" means at least 4 times. Maybe not a big deal for a one or two off thing. You can go between the two as described in Scan's thorough articles. If one wants to visit without renting a car, I suggest again that visiting Disney would be easiest by staying at Disney, visiting SeaWorld, Universal, etc would be easiest by staying on I-Drive. I don't make it hidden that I'm a proponent of renting a car. That's not easy and some effort in my mind though everyone has a different idea regarding public transportation. Maybe not hard or confusing, but lengthy at at least an hour in the morning considering one could drive themselves if they had a car in about 15 minutes. You have to call the shuttle to pick you up for Discovery Cove though it is close. The bus to Busch Gardens will be another 1 hour+. If continuing to Universal or Wet N Wild other transfers are involved. Getting the bus from the Downtown Disney/Hotel Plaza Blvd area would shorten the trip on the public bus, but, as Scan points out, getting to Downtown Disney on Disney transport early in the morning is a problem because they don't start early in the morning. It is more than 1 bus because you have to get to the TTC from your Disney Resort. "with some effort" because the bus from the Transportation and Ticket Center will take 35-40 minutes to SeaWorld.
